A Legacy of Leadership
1979
In 1979, TMLT was founded by Texas physicians as a source of stable, affordable malpractice insurance designed to meet their unique needs. Guided by a physician-led Board of Trustees, TMLT grew from a bold idea into the largest and most trusted medical liability provider in Texas, serving more than 20,000 policyholders today.
1990s
In the late 1990s, non-meritorious lawsuits and skyrocketing legal costs created a crisis for Texas physicians. Many insurers left the state or raised rates, forcing physicians to retire early, avoid high-risk cases, or leave Texas altogether — restricting access to quality care.
TMLT took action. As a founding member of the Texas Alliance for Patient Access (TAPA), we worked to pass Texas’ 2003 tort reforms. These changes set a $250,000 cap on non-economic damages for physicians, reducing frivolous lawsuits while protecting patients’ rights to seek economic damages for valid claims. The reforms also strengthened emergency care protections and standardized expert witness requirements.
Following these changes, TMLT led the way with the first rate reduction — 12% in 2004 — and a steady stream of further decreases. We also expanded our coverage to include cyber liability and employment practices insurance, ensuring our physicians are protected from evolving risks.
These historic reforms didn’t just lower costs; they empowered us to protect what matters most: your ability to deliver excellent care without unnecessary legal burdens.
2003
In 2003, TMLT played a pivotal role in passing Texas’ landmark tort reforms, capping non-economic damages and reducing frivolous lawsuits. These changes significantly lowered liability costs, making malpractice insurance more affordable for physicians while maintaining patient rights. As a result, TMLT was the first to reduce rates and continue offering enhanced coverage, including cyber liability and employment practices insurance.
2020
In 2020, TMLT remained at the forefront of innovation, responding to emerging risks like cyber threats and workplace issues. Expanding coverage to include additional protections, we ensured that Texas physicians could confidently face new challenges while continuing to provide quality care. Our commitment to advocacy and leadership in the face of evolving health care dynamics remained steadfast.

TMLT has a long-standing record of advocating for physicians and the medical community.
We helped pass important tort reform legislation in 2003 and continue to support similar efforts inspired by the Texas model. TMLT is led by a Board of Trustees elected by TMLT policyholders. Members of the Board are physicians who draw on their knowledge and experience of medical practice to help guide operations.

Robert D. Donohoe, CPCU
Bob Donohoe joined TMLT in January 2012 as Senior Vice President and subsequently served as Chief Operating Officer. In July 2014, the TMLT Board of Trustees appointed Bob as President and Chief Executive Officer. He now serves as President and CEO of all the TMLT associated and affiliated entities.
Before joining TMLT, Bob was Managing Director of Aon Benfield, with primary responsibilities including developing and maintaining client relationships, education and training, systems integration and strategic planning.
